Pune Metropolitan Development Authority (PMRDA)

The state government by an ordinance has amended the Maharashtra Regional and Town Planning Act, 1966 (MRTP Act) which will not only expedite the formation of the Pune Metropolitan Region Development Authority (PMRDA) but also allow the state to appoint an area development authority in any part of the state.

With this amendment, the government can now form the much-awaited PMRDA any time by simply issuing a notification in the gazette.

The government explained in the ordinance that the change in the law was necessitated because of the haphazard and uncontrolled growth in urban, semi-urban areas and the absence of a specific authority for the implementation of regional plans or draft development plans.

It also highlighted the absence of an apex authority to "coordinate, integrate and regulate the development activities of urban and rural local bodies."

According to the ordinance, the district guardian minister of the concerned district would be the chairman of the Area Development Authority.

Its ex-officio members would include presidents of zilla parishads and chairmen of panchayat samitis functioning in the development area or in any part of it; mayors of municipal corporations, presidents of municipal councils, municipal commissioners, chief officers of municipal councils in the area, districts collectors, CEOs of zilla parishads, chief engineer of Maharashtra Jeevan Pradhikaran and the settlement commissioner.

The member secretary and the chief executive officer would be on par with the rank of joint director of town planning or an officer appointed by the government for metropolitan area.

PMRDA to develop infrastructure :

"The establishment of PMRDA would lead to development of infrastructure in the Pune metropolitan areas from Daund to Lonavla.

It would help in development of satellite areas with rapid public transport, which would ultimately make affordable housing possible as there would not be anymore excessive emphasis on city areas," Divisional commissioner Dilip Band, said.

He said that the PMRDA would work with involvement of public in development as instead of land acquisition, there would be demarcation of land for certain purposes and the private owners would be encouraged to develop those facilities
